Inbound Rate Limiter Not Triggered

Hi,
My system settings 2.0.18-1 (Plesk Version 17.8.11) are as follows:
Inbound Message Limit: 75
Inbound Counting Period: 5
Inbound Expiry Time: 180
I just experienced an instance where a large volume (~ 15,000) of email sent from a single email address, using several eBay servers, to a single address did not trigger a rate limit. I have seen rate limited IPs previously so I am wondering why in this case it did not occur.
