No, I did that to exempt them. But the log kept being text and emailed to me every 5 minutes.
Only setting "Outbound Message Limit" to 0 (unlimited) stopped the constant texts and emails.
Then I reset it to what I had before. No more texts/emails.
So that would be a bug

OK, I had a user trigger the outgoing email limiter with a bunch of email to employees. I went in and deleted the block on the sender's IP address on the Rate Limiter, and then exempted their IP in settings - rate limiter whitelist. They can send email again. However, I keep getting texts and emails...
